Ive been doing power shrugs and push presses lately , and Im wondering if there is any validity in the claim of using bigger weight will build bigger muscles and greater strength. Since im pushing with my legs to start the lift, I can move more weight, but is it beneficial to "cheat" like that?

push presses yes, but theres a certain point where your not working the shoulder as much and theres no point. I would also suggesting keeping it mixed, that is, a few sets with good form focusing on squeezing the delts, and then some sets at a higher weight bending your legs a little when you lower the weight. . . im not familiar with power shrugs so i cant comment.

smart ass. lifting heavier weight will make one strong but cheating the weight up is what i was getting at. I can military press X weight with good form but I can push press XX amount. does that mean cheating up extra pounds will make me bigger/stronger just because its more weight.

The PLers will say yes and the BBers will say . . . . maybe.

I would say that as long as it is 'controlled cheating' (not kicking or throwing weights around) then the extra weight will ultimately build more muscle so as long as diet and steroids are in check
