borrowed from "thechef"


1 cup rice, (already cooked ahead of time)
3 tbls. flour
1 tsp. chili powder
1 and 1/2 ts. salt (mrs. dash)
1/4 tsp. black pepper
2 tbls. butter (can't believ it's not butter)
1 lb. lean ground sirloin
2 tbls. finely chopped onion
1 can chopped tomatoes
1 can kernel corn

Brown sirloin, and set aside. Spray a 2 qt. casserole with pam non-stick spray. Spread rice in an even layer on the bottom of the casserol dish, but only half of it, save other half for later. Mix flour, chili powder, salt, and pepper. Spread 1/3 of the mixture over rice. Mix sirloin with onion and spread over rice mixture. Then take other half of rice and mixture and place over ground sirloin. Then place a layer of the tomatoes, including the liquid over that. Repeat flour mixture over that. Spread corn on top and dot with some butter. Cover and bake for 50 minutes at 350.
