this is canada its in vancouver and they will probably not ship it and when you get a recipt it says vitamins

Is it just the herbal ephedra that is banned or is the pure ephedrine HCl going aswell?

Only ephedra is banned. Ephedrine HCL is still legal for the forseeable future.
