Probably, but it is kind'a hard to tell for sure from that photo.

Is it gooey in the bag? If so, put it in the freezer for 15 minutes and see if it turns solid.

If it is solid, then hold the bag in your fingers and see if it starts to melt.

Thanks for the replies.

I put it in the freezer for 30 mins. It formed together. It didn't freeze as hard as an ice cube. I could still bend it and manipulate it. I held the bag in my hands and once it reached the same tempreature as my hands it melted again. Once I got all the coldness out of it.

Should it go rock solid within 30 mins?
