With the Var DHT is unblocked and goes straight to the hair folical, with the test it's DHT effects are largely blocked by the hair meds.
I'd say the test is safer on the hair as the vars dht would go through unblocked..

Would Propecia not almost completely negate any Hair loss with either?

From all the posts I've read, almost no one gets Hair loss from var. Taking dut/fin along with test will ensure that you won't get much if any Hair loss, assuming you start taking it before your cycle & afterwards, but those drugs really screw up your strength gains because DHT is very important for neural drive.
